Can i get my PH.D on line when i don't even have GED?

Tough times kept me away from school. Now i don't even have a GED but i do want to study and take my PH.D in International Management Strategic Communications. Is this possible if i want to do it 100% online? and receive my degree without attending school physically because i am deployed in Iraq at the moment and i can't afford high study costs nor i can attend any schools physically. The study and test and degree must be all 100% on line.....If you know something like where and how and for how much (cost) please p it on i would really appreciate it allot. Thanks
